Magill magazine published a story in its June issue about the use of
Scientology training methods at Dell in Ireland.

"Since February of this year, Dell's Limerick plant has been availing of
the services of Effective Training Solutions and its '100% Proficiency
Training' programme. The programme helps employees to train better, and
thus become more efficient in their work. ETS trained a number of Dell's
own in-house trainers, who then rolled it out to employees. 'You will
learn about and become skilled in the use of some vital training tools
that very few people are trained in,' explains the introduction to the
programme's '100% Proficiency Training Workshop' manual, which forms one
part of the overall programme. 'Your power and ability to influence your
own training and education (and others' should you help other people) will
be greatly increased.' Since February, Dell's in-house trainers have
rolled out the programme to approximately 200 Dell employees who are
engaged in production work at the plant. Dell says the reaction from
employees to the course has been extremely positive. But not every
employee who underwent the course was happy after realising where the
course originated from. The 100% Proficiency Training Workshop is, the
manual explains on its last page, 'derived from the copyrighted writings
of L Ron Hubbard on the subjects of training, education and management,
and used with permission.' Nowhere does the manual state that Hubbard was
the founder of Scientology. A spokesperson for ETS stressed that those who
chose to undergo the training course at Dell did so voluntarily.

"ETS was formerly known as Applied Scholastics of Fremont, California -
part of the wider Applied Scholastics International movement which is seen
by many as an educational arm of Scientology, although Applied Scholastics
disputes this, saying it is a secular charitable organisation independent
of Scientology.  In 1992, a Californian company, Applied Materials,
settled out of court for an estimated $600,000 with three former employees
who claimed they were forced out of the company after complaining about
work-place training given by Applied Scholastics of Fremont.  Applied
Materials admitted that it had 'lacked sensitivity with regard to the
controversial nature of L Ron Hubbard' when employing the Applied
Scholastics training. The training involved communication courses. An
attorney representing the three workers claimed before the case was
settled that some of the training given was identical to material in
Scientology handbooks.

"Hubbard's ability to break down barriers not recognised by other
educators is news to some. Professor of Education and Vice President of
University College Cork, Aine Hyland, is one of this country's leading
authorities on the history of education. She is unaware of any
breakthrough contribution made by Hubbard to the field. 'In my research
into education in the 1960s in scholarly educational journals, I have not
come across any reference to any major or significant contribution made by
L Ron Hubbard to educational philosophy, nor am I aware that scholars in
the area since then would regard any of Hubbard's writings as of major
significance in the history of education.'

"Dr. Finian Buckley of Dublin City University's Business School,
meanwhile, doesn't agree that Hubbard has made significant contributions
to business, management or training. 'Hubbard wouldn't be regarded as
having contributed to any cutting-edge research in these fields,' he says.
Hubbard's writings, he believes, are more in line with the type of books
available in bookstores that promise to reveal the previously-secret steps
to sensational business success. 'Most of those serious professional
trainers wouldn't touch,' he adds.

"The company said that the results of the programme 'led to significant
quality improvements on the Dell production floor. The reaction from Dell
employees to this particular training course has been extremely positive.'
A host of major international companies other than Dell who have used the
course say likewise: DuPont, Bayer, National Semiconductor, Chevron and
Cisco among others. Yet it is not the course materials as such that bother
the Dell employees who spoke to Magill, but rather the fact that L Ron
Hubbard was, in part, responsible for it. The manual states that if the
participant is interested in learning more about Hubbard or his lecture
series, or ETS itself, they should mention this to their trainer.

"In other countries, courses using Hubbard material have been accused of
trying to introduce participants to Scientology. ETS states categorically
that while its 100% Proficiency Training Course is derived from Hubbard's
writings, it does not address religious issues. Nor does it make mention
of Scientology. Nor does it attempt to introduce participants to
Scientology.  Dell stressed in its statement that it 'supports diversity
in the workplace and does not in any way promote any particular religious
group or religious ethic. ETS has also confirmed to us that they have no
links - financial or otherwise - to the Church of Scientology.'

"Many Scientology websites have sections on Applied Scholastics. One site
mentions Applied Scholastics as one of its 'related programmes,' and the
information printed is copyrighted to the Church of Scientology. America's
Internal Revenue Service (IRS), however, apparently made little of the
disclaimer when it reached a confidential settlement with the Church of
Scientology in 1993 after a long-standing tax dispute between the two.
Applied Scholastics was included in the settlement as a
'Scientology-related entity.'

"Dell since announced it is to cut 150 jobs at its Limerick plant. The
jobs being cut will come from the administrative and middle-management
staff, and will be decided on a voluntary redundancy basis. The company's
future looks bright nonetheless, and it will continue to contribute
significantly to the Irish economy. ETS's Gudenas says 'the real story in
our business world is the exodus of jobs and companies to south-east Asia
and China. The only way to stay competitive is through efficiency, quality
and proficiency of the Irish workforce, and that's what our programme
provides,' she says. 'Your article could help us keep more jobs in Ireland
as you are in a key role to get the politicians and the government to
support training - for example, in the USA, the states refund companies a
portion of their training costs. You could push the politicians to do
this; why aren't they thinking about the future and the threat of China
and supporting training? That's the real story regarding the economic
future for Irish people,' she says, before adding: 'In this enlightened
age, when your house is on fire, do you stop to ask the religious
affiliations of the firemen before you accept their help? I think not.'"

PTS is a connection to an SP. That is true. But what may be overlooked is that persons of the middle class (which is a culture, not an income bracket, to which belong all the puritan hypocritical mores of the cop and the get-ajob-bea-moderateplugging- success) frown very terribly on anything that the least bit tries to make a better world. The middle class wants the world of a job and order and even hypocrisy and cops because they are AFRAID. They hold their narrow views because any other views may disturb their twenty-year house mortgage, the store, the job. So when someone decides to make a better world, they look on him as a direct menace even though the dull middle-class world is a sort of slavery and suicide. It is the middle class that tries the hardest to keep the down-and-outer out and down, who go along with a cop America and hate support of anything not their class. And nearly every PTS you have will be found one way or another to be PTS to the middle class. As a group, not as individuals, the middle-class-parent world suppresses anything different. So you have PTSes.

The bulk of your PTSes may very well be PTS to a class, the middle class of which their particular SP is simply a member. Few of them realize this or even that the middle class (bourgeoisie) ARE very suppressive to anyone who tries to do something in the world besides support the system. My attitude in this is that both the capitalist and communist are alike old hat and a bore, that they’ve made a ruddy mess of things, exhausted the planet and, with their senseless wars, smashed up mankind.

Many of them are caught up in the mystery of why they are snarled at and have no conception of the middle class as a formidable and jealous force that goes psychotic when it feels anyone may get away from the treadmill and threaten their uneasy and doomed lives.
One tries to find what it is and then persuades them into handling. That’s the tech.

EVERY ONE OF THOSE PEOPLE CAN BE STRAIGHTENED OUT.

EVERY ONE OF THEM SHOULD BE.

Every one who reads on “problems in your environment” is to some degree  PTS. Most of them don’t even know what the letters PTS stand for. So there is an educational step, the PTS/SP checksheet. It does not mean they have been connected to ogres. It means they are suppressed by someone or something, OFTEN FAR EXTERIOR TO THEIR PRESENT POSITION OR AREA. So there is an educational step. The tech is in HCO PLs and HCOBs. It is perhaps given more directly herein, as it applies to that exact scene.

So go to it. Really get a grip on it. And handle the hell out of them yourselves.

SPDL Note: What the above ubiquitous ballyhoo actually means is that to achieve their "civilization without insanity and without criminality " Scientologists must delete, obliterate or dispose of quietly and without sorrow every person who opposes and stands up to their attacks and abuses.

Scientology equates "criminal" and"insane" with their "antisocial personality," the Suppressive Person. In reality, the Scientologists' "civilization without insanity, without criminals and without war" is the spin they give to their insane and criminal war on those who would expose their human rights abuses in their totalitarian plan for world domination.

WHY SOME FIGHT SCIENTOLOGY

Unfortunately, the person who does not want you to study Scientology is your enemy as well as ours.

When he harangues against us to you as a "cult, " as a "hoax," as a very bad thing done by very bad people, he or she is only saying, "Please, please, please don't try to find me out."

Thousands of such protesting people carefully investigated by us have been found to have unsavory pasts and sordid motives they did not dare (they felt) permit to come to light. The wife or mother who rails against a family member who takes up Scientology is, we regret to have to say, guided by very impure motives, generated in the morass of dread secrets long withheld. The father, husband or friend who frowns upon one knowing more about the mind is hiding something that he feels would damage him.

"You had better leave Scientology alone!" is an instinctive defense, prompted in all cases investigated by a guilty conscience.

Once they hear a few truths from Scientology such people become afraid. They KNOW we know. And if we know this much and if you are further informed, they feel you will find them out. The wife, protesting, is hiding such things as infidelity or an unsavory circumstance, one or many. The husband, protesting, is hiding a past with many blots upon it.

"You must not know more of Scientology" is best answered by no praise of Scientology but by "What have you done? " It is best answered by demanding that the protesting person go to the nearest center for a "case assessment." For marriages and families founder on the rocks of hidden transgressions. And if one's friend or family become afraid in the face of truth, the friendship or the family will eventually go to pieces on the fangs of hidden events.

Brought to light, such things are never as dreadful as they were in the unconfided dark. Exposed to view, one no longer builds on quicksand.

For how can one have a family, a marriage or a friendship where treachery has slept?

So Scientology is dangerous.

But Scientology is also generous, tolerant and kind. And before the breadth of its understanding and the kindness of its people, a new world can be born for anyone, a world without war, criminality or the insane.

But also, much more personally can be born a real friendship where there was private fear before, a real family founded on mutual trust, a real marriage where its partners are united against the world, not divided from one another by hidden acts.

Beware the person or group who fights Scientology, for that person fights truth—not the truth of natural laws, but the truth about himself.

Over the past 15 years we have seen a lot of groups splinter off from Scientology and beat the drum for some off beat use of the technology. We call them "squirrels" because they are so nutty. They come and they go. We're still here and will continue to be.

The latest squirrels are a group headed by an ex-employee in England who was sacked for homosexuality and theft. Promptly joined by an American who was once deported for 2nd Dynamic reasons and who ran off from his wife and children to join the band, this group is having a rough time of it.

They are quite violent on the subject of ethics as you ordinarily expect a criminal to be and are savage about organizations, having stolen money and lists from ours. They are being careful not to attack me publicly in the hopes people will think them noble and inspired. They're inspired all right — by the "buck". But we wish them no bad luck. We don't have to. It's punishment enough just to be themselves and live with what they are.

Treatment — They are each fair game, can be sued or harassed. Horner can be barred out of any Commonwealth Country or England as he was the subject of a deportation order from England and his file has come alive again in the Home Secretary's Office. Harry Thompson's wives and victims are always looking for him to have him arrested. Watson is a set-up for arrest as a homosexual. Any meeting held by them should be torn up. The names of any persons attending should be collected and they should be labelled SP as they have left Scientology. These people are SP because they are seeking to avoid auditing and retain their withholds. Once labelled, these persons will not then be covered by amnesty and will never be admitted to further training or processing. Persons messing themselves up with Amprinistic self audit and restim should be refused any assistance. If these persons move into your area act through any agency you can to have them deported or arrested on whatever grounds. England is currently too hot for them so they may tour about. Horner's UK deportation order, Thompson's police record and Watson's homosexuality make them very vulnerable to deportation or arrest.

(2) Harass these persons in any possible way.

(3) Label publicly "ideas which preach no-auditing as simply Suppressive Actions to deny people case gains".

(4) Tear up any meeting held and get the names of those attending and issue SP orders on them and you'll have lost a lot of rats.

(This Policy Letter is mandatory
all Central Organizations

There shall be established on a board level and outside the structure of the Central Org and HCO but under the board of HASI Ltd, a new department to be called " The Department of Government Affairs".

More and more, as governments disintegrate under the threat of atomic war and communism, central organizations have had to give high executive time to govern- mental affairs to the great loss of the organizations themselves. The enturbulence entered into Scientology activities by legal matters, tax matters, and matters of assisting governments to maintain stability, has sapped our time and fixed our attention to our own loss.

Now to remedy this situation, I wish to contain and cordon, in a military sense, this incursion and to prohibit utterly and completely such entrance (of these matters or our own project for governments) into Central Org or HCO comm lines. In other words, Central Orgs and HCOs are run by, for and as Scientology service and activity units and the special Department of Government Affairs shall handle other matters and specifically deny such non-Scientology matters entrance into organizational comm lines.

All contracts, filings with the government, all tax reports and their preparation, corporation minutes, annual meetings, legal papers, suits against and by the corporation, whether HASI Ltd or HCO Ltd, all legal investigatory work and detectives, all contacts with government agents, bureaus and departments, all assistance to governments, messages to governments, handling answers from governments or courts shall be cared for by the Department, whether to advance or protect Scientology or its corporations by government or legal channels.

[...] The object of the Department is to broaden the impact of Scientology upon governments and other organizations and is to conduct itself so as to make the name and repute of Scientology better and more forceful. Therefore defensive tactics are frowned upon in the department. We are not trying to make the Central Orgs and HCOs "be good". We are trying to make their reach more secure and effective. Only attacks resolve threats.

In the face of danger from Govts or courts there are only two errors one can make: (a) do nothing and (b) defend. The right things to do with any threat are to (1) Find out if we want to play the offered game or not, (2) If not, to derail the offered game with a feint or attack upon the most vulnerable point. which can be disclosed in the enemy ranks, (3) Make enough threat or clamor to cause the enemy to quail, (4) Don't try to get any money out of it, (5) Make every attack by us also sell Scientology and (6) Win. If attacked on some vulnerable point by anyone or anything or any organization, always find or manufacture enough threat against them to cause them to sue for peace. Peace is bought with an exchange of advantage, so make the advantage and then settle. Don't ever defend. Always attack. Don't ever do nothing. Unexpected attacks in the rear of the enemy's front ranks work best.

The goal of the Department is to bring the government and hostile philosophies or societies into a state of complete compliance with the goals of Scientology. This is done by high level ability to control and in its absence by low level ability to overwhelm. Introvert such agencies. Control such agencies. Scientology is the only game on Earth where everybody wins. There is no overt in bringing good order.

The offices of the Department, so far as is possible, should be so situated as to bring no government traffic into the main avenues, comm lines or halls of the Central Organization or HCO or so as to divert it to the maximum extent from said avenues, comm lines and halls.

This policy letter is prompted by the following facts:

1. My own traffic on government legal affairs is far too heavy and I need help of magnitude on a continental level.

2. HCO Secs and Assoc Secs are having difficulty holding down their orgs and the field because of time demanded by government affairs.

3. The activity will get heavier rather than lighter.

    a. The deterioration of government order is accelerating with consequent confusion in all related affairs.

    b. Increasing amounts of order must be maintained by us at a governmental level against the possibility of finding our areas without governments.
