THE FUTURE OF SCIENTOLOGY

There comes a time in all the great movements of mankind when they get attacked.

When one reviews the history of religious wars which laid the bulk of Europe in ruins time after time across the centuries, one gets some idea of the passions of man.

The primary passions are twofold: one stems from the decent impulses of man, the effort to do and be something good, to accomplish a resurgence and reforms that are worthwhile; the other is the evil hatred of the status quo who, in their violence oppose all who would question their right to oppress and maim and kill.

The first impulse comes from the very heavens, the second is born in the depths of hell.

All things worthwhile have to be fought for: every decent impulse in man’s history has been opposed.

The fate of the entire civilization is decided on the issue of which one wins.

No single human being can stand aside from the fray, a spectator wondering who is going to win. It is his OWN fate that is being decided: will he in the future have a decent life or will he be crushed down into the mud? Will the decent impulses of the civilization triumph or, in defeat at the hands of evil, have to wait again for another chance, another time?

The travails of the religion of Scientology may seem great but, frankly, they do not compare to those other faiths have gone through.

Time and again since 1950, the vested interests which pretend to run the world (for their own appetites and profit) have mounted full-scale attacks. With a running dog press and slavish government agencies the forces of evil have launched their lies and sought, by whatever twisted means, to check and destroy Scientology.

What is being decided in this arena is whether mankind has a chance to go free or be smashed and tortured as an abject subject of the power elite.

The issues are extremely clear-cut, there is no argument there.

But what is the result to date of enemy action?

Hah!

Honestly, my friends, a review of these battles over the past thirty-two years moves one to contemptuous laughter. The enemy, perched in their trees or swinging by their tails, have been about as effective as one of their psychologist’s monkeys peeling a policeman’s club thinking it is a banana and then throwing it only to hit the chief ape in the face.

Oh, the furor has been very loud. The AMA, pouring lies into the press through gnashing teeth persevered for years—and then went bankrupt. The psychiatrist, riding high in 1959, hoping to place one of his ilk in a blackmail position behind every head of state, hoping to consign any citizen at his whim to a psychiatric Siberia, trying to preserve his right to kill and maim as a profession above the law, is today a butt of comic strips. And what of the FDA that for fifteen years snarled and snapped about the E-Meter? One hardly hears of them today. And what of the mighty Interpol, that tool of CIA? It was found to be a nest of war criminals hiding out from the law itself.

Oh, one could go on but in each case the enemy has gone down to defeat in the end. You do not hear much about this from the running dog press because, of course, they were the tool of the enemy in the first place.

They lose because they traffic in lies. But, because they told their lies so broadly, even when they were disproven, they still tend to hang around and make one feel there is—there isn’t—an adverse public opinion. The enemy and their press are not the public: you could ask yourself why, year after year, fewer and fewer people buy and read newspapers: people don’t believe them anymore.

I once checked, in the 50s the effect on org stats of howling bombasts of a running dog magazine called TIME. Its owner, a man named Luce, was said to be an LSD addict, both he and his wife carefully controlled by his psychiatrist. Of course he published blasts against anything which would expose his rotten condition. What I found was that not one of those lying bombasts had had the slightest effect upon org stats. Luce is dead now, a good testimony to his drugs and the psychiatrists. There are a dozen orgs today for every one that existed in Luce’s time.

And so it goes with these attacks.

Oh, yes, we’ve had some casualties. Oh, yes, we’ve had some trouble. But that is the way with wars: not only combatants but innocent bystanders can get wounded. That’s this universe: we didn’t make it that way but that’s no reason we cannot, bit by bit, correct it. Certainly, for mankind, there’s no escaping it and if there is a battle, there is more to do than simply duck one’s head: the bombs are no respecters of uniforms or identities.

It may appear that the enemy suffers no casualties for they hush them up. With no great pleasure, I used to keep a roster of them. Through no will or fault of ours, many of them are dead. Some died from things that we have

tech to help: it is rather poetic in justice that they were fighting what they themselves could have used. Many others, when the battle cleared, lost their jobs: and that is a precious thing to a suppressive, his garnered rights to do others in: it is sad to say there are many in governments who are there just so they can have this right: so when one gets fired for failing in his attacks on us, that’s very close to the end of his life. They do not care if you hurt the government or their association or their publication: threats against those things are part of their own plans to cause trouble—typical of the insane. Where they can be hurt and practically the only place, is losing their job or position. And their casualties in this respect would fill some very long bread lines: when they fail, their mentors fire them.

They have lost power.

They have been hurt.

And in any contemporary attack, no matter how violent it may seem, the result predictably will be the same: failures and casualties in enemy ranks. Not because we harm or touch them—we wouldn’t. They are mad monkeys and they blame and shoot each other.

Now when you hear of some new attack or an old one, you could get the idea that we’re losing and are likely to winnow away and vanish. The enemy keeps saying that. But just remember a maxim: if the papers say it, it isn’t true.

Hearing such things, one may think that, as a Scientologist, it doesn’t matter what you do: it doesn’t make any difference now since all is lost. That’s silly.

In or out of Scientology, one is on these firing lines. The crime-ridden, drug-crazed, misgoverned mess out there which they call civilization is no place at all to escape to. That’s surrender.

And it DOES matter what one does on post, particularly when the shots are flying hottest. If you think it’s bad in a Scientology area, look at Ulster or Detroit! And those poor guys are just innocent bystanders being mowed down. At least the Scientologists are DOING something about it. They’re handling people, they’re making inroads on crime, they’re salvaging addicts, they’re even quoted, often unknowingly, by beleaguered business.

All you have to do is look at where Scientology was in terms of numbers of orgs and missions even a few years back and where it is now to know. All you have to do is count the additional countries using it year by year. All you have to do is count the memberships of the Churches. And you know conclusively that while the enemy goes down, whatever the bombast, Scientology is going UP.

It DOES matter what you do on post or in the field or in the world. This scene called Scientology is not going to end. Time after time the enemy, in our blackest hours, has told itself, “We’ve got them now! We’ve stopped them! They’re through!” They were just praying past their own graveyard. Each time, there we were again, stronger, expanding, working better. And at this very moment of writing, that’s where we are at right now. The last enemy attack is winding down.

And there we still are all over the world, doing good, getting stronger, getting more numerous.

And in the coming decades so it will be again.

The guys in the white hats—with the S and Double Triangle—are winning. They are winning because they mean well. They do good. They know their business. And the enemy is losing and will lose because they mean bad. They do evil. They are incompetent.

Remember the principle of Flourish and Prosper. It works!

And the next time you see an attack, remember the old truth, “This too shall come to pass away.”

But not Scientology. We’re here and will be here for all the decades and centuries that this civilization has left to it. And right now I am working on plans so that it will be here even when the madmen, in some possible last convulsion of evil, have blown this civilization away.

We are saving beings, not men.

And the evil die within their own generation.

We don’t.

So the next time you feel blue, read this.

The enemy can’t even plan for tomorrow.

We work in eternity.

ROCK SLAMS AND ROCK SLAMMERS

R/Ses

An R/S or rock slam is defined as the crazy, irregular, left-right slashing motion of the needle on the E-Meter dial. R/Ses repeat left and right slashes unevenly and savagely, faster than the eye easily follows. The needle is frantic. The width of an R/S depends largely on sensitivity setting. It goes from one-fourth inch to whole dial. But it slams back and forth. It is actually quite startling to see. IT IS VERY DIFFERENT FROM OTHER METER PHENOMENA.

ROCK SLAMMERS

In a normal group of 400, the actual percentage of R/Sers is low. It’s about 8 in 400, or 2-2 ½ percent. Those figures should seem familiar. They are the same percentage for SPs. And that gives you a clue to the identification of an R/Ser.

Where requirements for Scientology or SO orgs have been established for R/Ses, they apply to the 2-2 ½ percent of real R/Sers as these are high risks for staff purposes.

These people can of course be salvaged as pcs using Expanded Dianetics. Letting them on staff could be disasterous, however.

A handled R/Ser can be expected to eventually wind up in the same category as a cleared cannibal. His experiential track is too educated in evil and too uneducated in anything else. So even when cleaned up will need a lot of living.

R/Sers are also very expensive people to keep around. They waste the available resources and produce overt products. They cost a fortune in waste, repairs, lost business. They also cost a heartbreaking number of damaged people.

LIST ONE R/Ser

There are, for our purposes, two kinds of R/Sers. (a) Those who R/S on subjects not connected with Scientology and (b) those who R/S on subjects connected to Scientology. The latter is a “List One R/Ser” and it is of great importance to us that they be located and moved off lines when they are part of staffs as their intent is solely to destroy us whatever else they say: Their long-run actions will prove it.

The definition of a List One R/Ser is anyone who has R/Sed on List One1

Where there is any doubt as to the validity of a List One R/S, a verification should be done. The procedure is to vigorously sec check the pc on the subject of the reported List One R/S. This Sec Check must be done by an auditor who knows R/Ses and can make lists read and pull W/Hs connected with R/S.

Where a pc R/Ses, he will have evil purposes and be on a succumb as a result. R/Ses indicate an area of psychosis which will ruin the pc’s life if allowed to go unhandled.

PUBLIC INVESTIGATION SECTION

The Public Investigation Suction is formed in Division 1, Dept 3, as Section 5.

The purpose of this section is:

“TO HELP LRH INVESTIGATE PUBLIC MATTERS AND INDIVIDUALS WHICH SEEM TO IMPEDE HUMAN LIBERTY S0 THAT SUCH MATTERS MAY BE EXPOSED AND TO FURNISH INTELLIGENCE REQUIRED IN GUIDING THE PROGRESS OF SCIENTOLOGY.”

When an organization has 150 on staff this section must be formed. Until that time it should be formed in Continental organizations responsible for the general good of Scientology on that continent.

It is composed wholly of professional investigators. Agencies may not be used.

Personnel for this section is advertised for in classified columns, giving only our phone number, and are called in for personnel review by Dept 1 and Dept 14.

Great care must be taken in selecting such personnel as to past experience and an E-meter check that is completely valid must he passed by the applicant regarding his purposes. A high or low tone arm or an undesirable needle reaction flunks the applicant. The question regarding the applicant being sent there by some other hostile agency must be passed without any question or doubt.

The applicant is given nominal pay and expenses on actual receipts only until he or she has a proven statistic at which time better pay may be given.

The investigator is detailed only to specific projects as laid down by Worldwide and these must always concern broad public matters that are reacting on Scientology and strictly in accordance with the purpose of this section. In this way investigation serves as processing at public level.

The section may never be used on Ethics Section matters but may work with Ethics when an ex-Scientologist is involved.

The section has nothing to do with dispersed investigation of isolated cases. It may only work on matters relating to groups and individuals who are part of those groups.

The statistic of the section is dual consisting or the number of cases successfully investigated on specific projects and the number of derogatory news stories appearing that week related to enemies of Scientology related to a specific project. The statistic of each individual investigator is the number of cases personally investigated to a completed useful report. These are reported to the HCO Advisory Committee and graphed each week. Production of the section is the number of cases in a project processed.

It will be seen that the section has all the useful functions of an intelligence and propaganda agency. It finds the data and sees that it gets action.

The determination of what a project is is simple – what agency or group is attacking Scientology? As Scientology stands for freedom. those who don’t want freedom tend to attack it. The Section investigates the attacking group’s individual members and sees that the results of the investigation get adequate legal action and publicity.

The mechanism employed is very straightforward. We never use the data to threaten to expose. We simply collect it and expose.

Experience with the section will show that very sordid motives lie behind such attacks and that individuals of the attacking groups have a very great deal to hide. Thus the section always has a huge quantity of matters to be discovered and is not likely to run out of cases to investigate, providing only that it does not depart from this formula:

1. Note what public or private group is attacking Scientology.

2. Get a project warrant from the Advisory Council area or WW to investigate it.

3. Collect as many case histories as possible on the individuals of that group. specializing on those that can be led to criminal prosecution by state or world agencies.

4. See that enough of the data is made available to the state or world agencies to obtain convictions.

5. See that excellent press coverage is given the disclosures over as long a period of time as possible.

6. See that HCO and Scientology are given full credit for protecting human rights and liberty.

If there is no variation in the above formula and if serious departures or private vendettas do not enter in, and if all evidence continues to be honest and none of it framed, the section and Scientology will prosper.

All investigators, once they have passed their rigorous screening and have been employed, may look over the organization, its papers and files and satisfy themselves that we ourselves are not trying to hide anything and are exactly what we say we are and do exactly what we say we do.

Operating from this platform of confidence, the investigator can be much more effective.

Successfully experiencing Scientology processing can heighten the confidence even further.

PROCEDURES

Standard intelligence procedures are used.

The section has a file for each project and files by names of individuals within that project. The names are cross indexed.

Public solicitation for cases of injury to the rights or liberty concerned with that proJect can obtain leads.

Every project should be the subject of a case form made up to contain details necessary for filing and follow up.

Anyone writing in a complaint is then sent a copy of the form to fill in so that the vital data can be weeded out and the importance of that complaint seen at a glance. The pattern of the form is based on the data needful to get a conviction.

Such a form is always sent back with a covering letter stating it is all in confidence, etc. making the plaintiff feel safer in answering.

However lists of names of plaintiffs are procured, each becomes the subject of a filled form.

The more fruitful of such forms are followed up by individual investigators. These obtain the data necessary for a conviction of the individual complained about who is a member of the attacking group.

Only copies are ever given state agencies or the police. Originals are always held.

The usual precautions against libel, slander and false arrest are taken.

Projects must be studied for legal liabilities by the Legal Section before being commenced upon. But no project may be stopped by the Legal Section – their whole function is to find how to make it safe.

No act which will make an investigator liable to criminal prosecution may be ordered.

The section should note that press and the public are interested in murder, assault, destruction, violence, sex and dishonesty in that order. Investigations which can uncover these factors in the activities of individuals of a group attacking Scientology are valuable in the degree that they contain a number of these factors. The more factors a case contains the more important the case is. The idea is that the press feeds on these factors and we feed them someone else‘s. It will be found that our own Scientology groups contain so few of these they have to be invented about us. we need never invent them in the attacking group. They will be found to be there.

Associating the attacking group‘s activities with reprehensible groups in the past by using similar descriptive words will be found very effective. For example. if the word “white” has been made hateful to the public by some past criminal group we use “white” in our descriptive terminology concerning the group that is attacking us and whom we are investigating. “Psychiatric blood sports” is an example, blood sports being lately very much derogated.

The work of the section is usually tied to committees in human rights or such committees as organized by the International Executive Division.

The action of the section is more than Scientology self-protection. As one holds up an image of freedom to the public the more suppressive groups and individuals in the society attack it. Hitler, for instance, would have attacked any group just because it was free. In that way we then get rid of suppressive groups by investigation and disclosure.

Section investigators would do well to study the technology on suppressive persons.

Such attacking groups with which the section will deal derive their power from pretense and secrecy. It will be seen the power vanishes under calm investigation. particularly when it is well known to them that we are investigating.

E-METER PERSECUTION BY THE FOOD AND DRUG ADMIN. U.S.

At a hearing in Washington the FDA lost several rounds in its suit against the Founding Church of Scientology of Washington DC and the tide has turned for the better.

Some people think Scientology is illegal in the U.S. because of this Meter business. But it’s only the U.S. government’s guilty conscience about “lie detector[s”] only the meter is in question.

We have won round one apparently, our attorney looked good and the judge [pleasant] and the government really unwilling to attack.

In Australia the “Enquiry” by Holy Joe Anderson, the famous Catholic bigot, is over and he is to make a report to the State Parliament probably next September.

Evidently both the Victorian Enquiry and the U.S. FDA hearing were inspired by the Catholic church! Very startling. I thought the Catholics stopped burning Witches when they were run out of England several hundred years ago. But no. They still hunt them with mad abandon. We ought to “hex” Anderson and the FDA.

By the way, the graves of the 3 witches the Catholics burned in East Grinstead in the 17th Century are the best tended graves in the cemetery!

It’s almost a recommendation, it seems, to be harassed by the Catholics!

Things go well in general. I am sorry if price charges upset anyone. I’m doing all I can to ease it.

The new org board will soon be up in orgs.

Be sure to see it. It’s the same board org-to-org and pole to pole. It’s a “cognition chart” too. Look it over and it tells you where your life is going wrong! Fact.

You’ll see lots of people around that board in Comm Centres. The students here were fascinated by it.

October AD12 has been crisis corner in Scientology.

It seems as if just when we’re turning out clears and good auditors a lot of confusion has blown into view. It’s not that we won’t make it. It’s far from that tough. But it just seems unusually energized lately.

I have been working pretty hard and wanted a rest in the first two weeks in November. I was going to drive down South before the weather got too bad there. But I’ve had to cancel it out.

Regarding the various situations, it looks awfully stupid outside today.

In England, Town and Country Planning, a device developed to \keep land values high for the “right people”, came down on Saint Hill for restoring two beautiful small buildings. Three years ago, this Town & Country Planning Authority told us not to bother them. Last autumn before we built, the local authority wouldn’t even come down and give us an opinion when we asked them to. Suddenly with the buildings completed, they descended en masse and we’ve had to have surveyors and architects at work and tons of correspondence and the possibility exists that we will be forced to move the Briefing Course. We are fighting, however.

In the U.S., on the heels of my informing the White House we could help them with their fight against Communism, the Food and Drug Administration came into eery large U.S. Org in a space of 48 hours (DC, NY and LA) demanding evidence about the E-Meter. Evidently they are trying to confiscate all E-Meters in the U.S. This seems most peculiar that they’d want out of existence a machine that detects Communists while they pretend to be mad at them. We’ll win out in this, too, if we’re careful. Meantime all processing in the U.S. is in peril.

In Johannesburg, South Africa, six people tried to monopolize clearing and destroy the Central Organization there. This is now well under control but has been a strain. Of all these emergencies this has been the most idiotic of the lot. As if anyone could be or go clear with that many overts!

Coupled to all this is the general world situation with very aberrated people playing about with very explosive bombs.

Generally, on organization emergencies I have to carry the ball, and when you add this to everything else I’m doing it seems a bit heavy.

But on the credit side of the ledger we have a lot of recent wins. They took a lot of hard work and they’re worth it.

In clearing I’ve enormously decreased the time taken to find goals in most cases and have the road in on all cases and am working out a very set procedure for all assessments for goals that will remove the question marks and easily find the Rock Slam[s.]

On the Saint Hill Course we’re making auditors of such calibre now I was very pleased with the auditing presence and skill of one auditor each for each unit. In training we’ve made it, even though it remains hard work.

The Mark V E-Meter is in production and will be delivered this week. It’s as sensitive as the proverbial princess and her seven mattresses.

The Washington Org has hit new highs under John Fudge and Eleanore Turner and has cleared some people on their own, having to hand now lots of Saint Hill Graduates. The man whose goal was found at the Labor Day Congress has been cleared in the HGC there, I hear by grapevine.

Los Angeles is doing well under Julia Salmen, if terribly short-staffed. Soon, however, she will have many Saint Hill Graduates.

Melbourne is hold up very well under Eliz Williams, although she has no Saint Hill Graduates except in Perth and Sydney which have one each. Relief is, however, in sight.

The worst step is trying to hold the fort technically and economically while key personnel are being trained at Saint Hill. The resurgence of technical in an area after this step is taken is, however, wonderful to behold.

New Zealand has reinforcements en route in David and Merrill Mayo, who just [grad]uated at Saint Hill, and held up wonderfully as an org during the waiting time. [New] Zealand is getting back one more Saint Hiller then they sent due to David’s marriage.

Durban and Port Elizabeth are now fine. And Capetown, despite the worry and […]en of the push on Johannesburg, is swinging up fast after a long period of strain.

The real heroes of these periods are those who held the fort during this waiting [per]iod.

I’ve been a little worried lately for fear HPAs and HCAs will think I’ve forgotten [the]m. I haven’t. Far from it.

We’ve managed to formulate “Scientology 1970” which is to say the org shape of […] so we could work toward it. And it suddenly appears that it will materialize […] before 1970. Plans of “Scientology 1970” are being forwarded to all orgs this […]t week, requiring only photostats to be made here first.

The HPA/HCA has a big role in world clearing and in these district and central [off]ices.

The idea of “One Organization and That’s Scientology” is receiving much commend[at]ion everywhere. The idea of “the private practitioner” has never set well on […] as its borrowed from organizations with few answers. You don’t have to turn [peo]ple out  to become “private practice” if you’ve got the answers. There’s enough […]ion and money in sight to include everyone in. Another piece of good news is the Washington Tax Status. The organization is [un]doubtedly going to get its Federal non-profit status after a seven years fight.

Reviewing Johannesburg, I’ve learned that it happened because its HCO fell down. [On]ly a temporary secretary was on post and when the org refused to answer up the comm [li]nes were thus non-existent. Another lesson was not to let people out of Saint [Hi]ll while they rock slam on Scientology etc. They accumulate rock slammers.

All in all, it looks like we’re winning.
