ESMB: The Dreaded “Final Assessment”

ExVet1: I looked around and this subject doesn’t look like it’s been kicked around on this forum before. Not for a while anyway. As many of you know, the RPF issues were leaked to Wikileaks nearly a year ago. I happen to know who did that. In the “Discussion” portion of that Wikileaks entry is an article on the dreaded RPF Final Assessment. I know who wrote that too. I also know from my own personal experience that write-up is deadly accurate. For your edification, I am leaving the report on the Final Assessment right here. I hope it pisses you off as much as it does me. I wonder if there are any French nationals on the program currently? If so, perhaps the gov’t there would appreciate the information (evil laughter and much hand-wringing)….

The leaked issues are the complete set of the Sea Organisation policies concerning the set-up, organisation and running of all of Scientology’s Rehabilitation Project Forces (RPF). This includes the “technical” program that is used to get RPF inmates to confess to their “crimes” and rid themselves of the “evil purposes” that prompted them to commit those “crimes”. These issues are the current policies in use today.

These documents are genuine. They are what is in use today in the Scientology re-education camps.

The Sea Organisation is that “elite” group of Scientologists who run Scientology. The SO was established by L. Ron Hubbard in 1967 who then ran his new organisation with a very high level of discipline. In early 1974, he established the Rehabilitation Project Force for Sea Org members whom he perceived to be treasonous and destructive to the organisation or to have seriously broken its disciplinary rules, including just plain dissention.

SO members who are assigned to the RPF are considered to be serious criminals.

The RPF is still in operation today in the Sea Organisation and it uses the RPF policy issues that were just leaked. In fact, there are several “camps” located in the following areas: The SO’s Los Angeles facility known as the “PAC Base”, the “Flag Land Base” in Clearwater, Florida, the “ANZO” base located in Sydney, Australia, the UK Base located in East Grinstead, West Sussex, England and the “EU Base” located in Copenhagen, Denmark.

Cursory Analysis

There is a point concerning the technical program that is worth explaining in a bit more detail, and that is the “Final Assessment” that is done at the very end of the program. This “assessment” is done on the following questions. These are asked of the inmate while he or she is hooked up to the e-meter (glorified lie-detector) to see if these questions are still “charged” in the inmate or if the questions are “clean.” It is this last action which tends to drag out the program for years on end. If you look at the questions you will see why. The bottom line is the inmate would have to have full respect and even reverance for David Miscavige and his RTC organisation as well as the rest of Scn management. The fact that this action takes so long to complete (if it gets completed at all) says a great deal. Here are the questions:

1. Regarding Int Execs, do you have an evil purpose?
2. Regarding Int Execs. do you have a vicious intent?
3. Regarding Int Execs, have you been spreading Black PR?
4. Regarding RTC Execs, do you have an evil purpose?
5. Regarding RTC Execs, do you have a vicious intent?
6. Regarding RTC Execs, have you been spreading Black PR?
7. Regarding LRH, do you have an evil purpose?
8. Regarding LRH. do you have a vicious intent?
9. Regarding LRH, have you been spreading Black PR?
10. Regarding LRH, do you have any bad thoughts?
11. Are you secretly disaffected with Management?
12. Do you have any withholds from RTC?
13. Do you have any intention to stop Scientology?
14. Do you have any intention to stop Scientology dissemination?
15. On your RPF program, has an evil purpose been missed?

The program blatantly does NOT work as evidenced by the fact that it takes YEARS to get through it, if indeed one gets through it AT ALL. The original 1974 program was supposed to take 3 months to get through. The program has been severely altered since that time and now takes years to complete (or fail to complete). A key example of an alteration is the final assessment above, which was never advised by Hubbard and was made up by somebody else.

The RPF issues position this program as something compassionate which no other organisation offers to employees who have wronged the organisation they work for. As other organisations simply fire or prosecute errant or criminal employees, RPF inmates are supposed to consider that they are lucky that they have the “opportunity” to participate in this program. However, with these inmates being incarcerated for years on end with only 7 hours sleep, 5 hours per day of compulsory confessions, a full days hard labor and three 20-minute meal breaks, it is plain to see that this program is tantamount to an illegal internal prison system run by the Church of Scientology. Can you think of any other “religion” that treats its employees like this?

This is the Rehabilitation Project Force Technical Program. It has been written in strict accordance with the LRH references on tech handlings for the RPF.

The RPF provides the means by which those who have been destructive on post can fully redeem themselves, thus regain their self-esteem as productive and contributing Sea Org members, this technical program has been compiled to facilitate exactly that.

Upon transfer to the RPF, one handles at once any ethics or PTS conditions and then his program is directed toward co-auditing where he receives a full cleanup of overts, withholds and evil purposes which underlie such poor conduct, all to be done while the person contributes on deck work so as not to go further out-exchange with the group.

Each person in the RPF is programmed strictly against this issue and in full alignment with the C/S Series.

The steps of this technical program are also laid out in a checklist attached to this issue. This checklist is placed in front of the RPF member’s case folder so that the co-auditor and C/S can sign off and attest that each step has been completed.

The RPF member’s training is programmed against the basic lineup of actions listed below under “AUDITING.” This consists of getting through his conditions and then rapidly studying and drilling what he is going to audit, on a “read it, drill it, do it” basis. The RPF member does the specific “read it, do it, drill it” for the immediate auditing actions that his twin is to receive, and then audits his twin on that.

For further auditing actions required by the RPF member’s twin, the RPF member would train on the corresponding “read it, drill it, do it” for that action.

Such training allows RPF members to rapidly co-audit their way to redemption.

ETHICS

0. INTRODUCTORY STEP

As the first step upon entering the RPF, the person reads all RPF Series Flag Orders to gain a full understanding of the purpose, rules and regulations of the RPF program. He then executes certain waivers to attest that he wants to do the RPF program, understands the discipline required and is participating on his own volition.

1. CONDITIONAL: PTS HANDLING

If PTS the situation gets fully handled. This is to be done exactly per HCOB 31 Dec 1978RB OUTLINE OF PTS HANDLING. The person is not to be put on any study actions or auditing actions other than those which handle PTSness, until such time as the PTS  situation is handled.

2. ETHICS CONDITIONS

Ethics conditions are done up to Liability in relation to the overall activity from which the person was assigned to the RPF. The RPF members should work through these conditions., studying any applicable ethics references as needed in order to achieve a full result. While in the RPF, he would of course apply the full array of conditions formulas based on his stats and production. (Ref: HCO PL 12 July 1980R, THE BASICS OF ETHICS)

AUDITING

1. CONDITIONAL: AUDITED PTS HANDLINGS

If PTS, any audited actions needed to handle PTSness must be done. (To be determine by the C/S.)

This step is vital and must not be skimped or glossed over on any RPF member. (Ref: HCOB 31 Dec 1978RB II, OUTLINE OF PTS HANDLING) Note: A case which needs a full PTS Rundown is programmed according to HCOB 9 Dec 1971RE, PTS RUNDOWN, AUDITED.

2. CONDITIONAL: DRUG HANDLING

For those with a heavy drug history, it may be necessary to run or flatten a drug handling action before proceeding with the False Purpose Rundown. Drugs impair a person’s ability to confront his case, and persons who have been on drugs do not make case gain until the drugs are handled. (To be determined by the C/S.) (Refs: HCOB 31 March 1981R, “HEAVY DRUG HISTORY” DEFINED and HCOB 11 June 1984, C/Sing THE FALSE PURPOSE RUNDOWN)

3. FALSE PURPOSE RUNDOWN AUDITING

A) C/S PREPARED FPRD FORM ON THE SUBJECT OR AREA OF THE PERSON’S ASSIGNMENT TO THE RPF OR THE APPLICABLE FPRD FORM.

Includes direct evil purpose questions as well as overt questions to address the reason the person was RPFed.

For example, a Sea Org member who was assigned to the RPF for destructive actions as a cook is to be programmed to receive an FPRD form written expressly to address that area.

B)   CONDITIONAL: TRUTH RUNDOWN

If it is found that the RPF member has any involvement in spreading black PR, he receives the Truth Rundown.

The Truth Rundown utilizes the precise technology of the False Purpose Rundown to get the underlying causes of why individuals originate or pick up and spread black PR. It is invaluable in handling individuals who have spread destructive black PR—and those who themselves originated the black PR—about their own group or its leaders, activities, products or purposes.

Any and all points of black PR that were reportedly originated or spread by the individual are taken up and run. The Truth Rundown Confessional is also done, as needed, per its instructions. (Ref: HCOB 13 Oct 91R I, Truth Rundown Series 1R, THE TRUTH RUNDOWN)

The FPRD Basic Form is not directed for use on the RPF program as it does not cover a specific dynamic but is a general form.

4. CONDITIONAL: EXPANDED DIANETICS

Full use of Expanded Dianetics is required if the RPF member is below Clear, is R/Sing and is dramatizing the R/Ses.

This means:

Setups—per HCOB 23 April 1974RA EXPANDED DIANETICS REQUISITES,

OCA left-hand side handling,

OCA right-hand side handling.

In other words,

“a thorough, workmanlike handling of the pc’s aberrations and contrasurvival intentions, in all aspects handling of the pc’s aberrations and contrasurvival intentions, in all aspects of life and livingness, that truly accomplishes changes for the better in the behavior, outlook, social presence and conduct of the preclear.”—LRH (Ref: HCOB 1 May 1991 XIX, Expanded Dianetics Series 39, C/Sing AND PROGRAMING EXPANDED DIANETICS)

5. CONDITIONAL: Audited NOTs R/S handling

“If a pre-OT staff member is R/Sing and dramatizing the R/Ses and has therefore been put on an RPF, he is required to receive full handling per the special NED Rundown for OTs before graduating that RPF. If he is Clear but not yet OT III, he is to get up to and through OT III as fast as possible so he can receive this special rundown.”—LRH (Ref: HCOB 13 Sept 78II, CLEARS, OTs AND R/Ses)

6. RPF FINAL ASSESSMENT2

With all previous steps of the RPF technical program completed, a final assessment is done to ensure nothing was missed.

The assessment is issued in a separate directive to RPFs. Any reads are taken up and handled at once and the list is reassessed until there are no reads.

This assessment is to be recorded on videotape clearly showing the meter and pc and is sent with the RPF member’s graduation CSW.

7. CONDITIONAL: RE-EDUCATION STEP FOR LIST ONE R/Sers

FO 3434RE-15 RPF Series 15, RE-EDUCATION STEP gives an additional handling for persons coming out of the RPF who were List One R/Sers:

a. A TRs course, such as the Success Through Communication Course

b. A full PR course, such as the PR Series Course

c. The Personal Grooming Course

d. The Sea Org Etiquette Course

e. Read the book How to Win Friends and Influence People by Dale Carnegie3, and do practical exercises on this.

f. Auditing on times he was a nice guy and was successful at it, as follows: Recall a time you were a nice guy and were successful at it.: To F/N, cognition, VGIs, release.

COMPLETING LIABILITY

It is vital that an RPF member fully completes the formula for the condition of Liability. The work one does in the RPF, such as on the decks, is his production in exchange for what he receives by way of the delivery of the RPF technical program, his food, lodging, etc. It does not complete step 3 of the Liability formula with the org or group he was in prior to the RPF. Therefore, once the RPFer has successfully completed all technical and deck production requirements in the RPF and steps 1 and 2 of the Liability formula, and has received approval to graduate, he is to report to Department 3 of his org where he is to complete his Liability formula.

Only when upgraded to Non-Existence is he a full graduate of the RPF and eligible for posting, full allowance and regular crew study time. By the time the RPF graduate has completed his liability formula in full, HCO is to already have a posting order approved so there is no delay in being routed onto post as a crew member in a condition of Non-Existence.

C/S RESPONSIBILITIES

No attempt has been made here to list any vital repair actions needed by a case to do the steps of this technical program, as these are fully covered in the C/S Series HCOBs and in the course materials for Class V Graduate Auditor and C/S.

The stress is on getting each RPF member through these basic steps as listed in this issue rapidly and thoroughly, and not off onto other actions such as “he must complete the course he was in the middle of when he was assigned to the RPF.”

Although the steps in this technical program are generally done in the order listed above, it may not be used to robotically program the order in which the technical program steps are done on a case. For instance, an RPF member who has both a PTS situation and a very serious situation of unhandled drugs might require a different sequence of the steps of this program than a PTS RPF member who already has his drugs fully handled. The C/S Series must be followed in all cases.

The RPF C/S must bear in mind the purpose of the RPF, and not order unnecessary rundowns or major actions or repairs. One programs an RPF member’s case against this technical program and follows HCOB 20 June 1971, C/S Series 47, THE SUPREME TEST OF A C/S.

There are two types of PTSes:

1. Pretended PTS so as to cover up black PR and evil purposes or justify them, and

2. Actual PTSness.

Although PTSness can cease simply on spotting the person accurately that one is PTS to, there are two full rundowns to handle this condition: the PTS Rundown and the Suppressed Person Rundown.

On pretended PTSness as mentioned in (1) above, your very reliable clue is that the person says he is PTS to a well-intentioned person, such as a staff member or a Scientology VIP. This is almost totally conclusive evidence that you are dealing with a person with an evil purpose. Thus he would be switched to Sec Checking geared to locating and handling evil purposes. He won’t get any relief from being found “PTS” to a well-intentioned person. From time to time one sees “PTS finding” of that nature and this probably is the first analysis given as to why and what it is all about. The person who does that has been black PRing, has O/Ws and probably under those, evil purposes.

An additional point in the behavior of people with evil purposes has been found: They often cover their evil purposes up and usually with PR statements. These are actually false reports of one kind or another. The dominating behavior action is false reports and neglect of the real situation. Under all of that can generally be found an evil purpose.

The following are common errors that were made by some of the first auditors learning to audit the False Purpose Rundown. These errors can lessen or nullify results on the rundown and must be watched for closely by the C/S and thoroughly handled if they occur—by both cramming the erring auditor and repairing the pc:

1. FAILING TO VIGOROUSLY PULL THE OVERTS GOTTEN WHILE FOLLOWING DOWN THE OVERT CHAIN. Effective, no-Q&A overt pulling which nails down the overt in its entirety is a must. Patty-cake, sweaty-palmed auditors who did not master the tech of Sec Checking will not succeed with the False Purpose Rundown.

2. NOT TAKING THE OVERT CHAIN EARLIER-SIMILAR TO EARLIER OVERTS. Quite often the E/S O/W chain will go backtrack.

The evil purpose will be found to be underneath the earliest overt on that chain. This error often shows up in the auditor attempting to get off an evil purpose after having pulled only a light PT overt.

3. FAILURE TO DIRECT PROPER ETHICS HANDLING WHEN NEEDED. Ethics must be in before tech will go in. Some persons will need ethics handlings before the False Purpose RD will even begin to bite at all. Trying to “handle” someone’s PT out-ethics situation with False Purpose RD auditing alone will result in loses.

4. ATTEMPTING TO “DO THE FALSE PURPOSE RD” OVER THE TOP OF PC NATTER OR OUT-OF-SESSIONNESS OR OTHER SYMPTOMS OF MISSED WITHHOLDS. This of course comes under the heading of “auditing a pc over out ruds.”

5. QUICKYING. Example: Auditor calling a persistent F/N when there obviously is no persistent F/N present. Example: Auditor saying something was an EP which wasn’t.

6. FAILING TO PULL OFF THE PC ‘ S JUSTIFICATIONS FOR EACH OVERT AS THE CHAIN IS FOLLOWED DOWN. Includes asking for justifications just once (brush off), when the pc may need to be asked the question several times before all the justifications are gotten.

7. NOT GETTING ALL OF THE OVERT FIRST BEFORE ASKING FOR THE PC’S JUSTIFICATIONS OF THAT OVERT.

8. Q&A OFF THE O/W CHAIN, ONTO SOME OTHER O/W CHAIN OR ONTO SOMETHING ELSE.

9. BASIC OVERT PULLING ERRORS SUCH AS MISSING READS, NOT RAISING THE SENSITIVITY ON QUESTIONS, Q&A, NOT VARYING THE QUESTION OR PULLING STRINGS WHEN NEEDED, ETC.

10. NOT USING “LEFT-HAND BUTTONS” (e.g., “SUPPRESS” AND “INVALIDATE”) WHEN A FALSE PURPOSE RD FORM QUESTION DOESN’T READ, OR WHEN THE STEP B QUESTION OF THE FALSE PURPOSE RD PROCEDURE DOES NOT READ.

11. FAILURE TO RECOGNIZE WHEN BASIC ON THE OVERT CHAIN HAS BEEN REACHED AND THE CHAIN FLATTENED.

12. OVERRUNNING A SESSION OR CHAIN BY TRYING TO CARRY ON PAST A SPECTACULAR RELEASE OR PERSISTENT F/N.

13. AUDITOR NOT KNOWING WHAT AN EVIL PURPOSE OR DESTRUCTIVE INTENTION IS AND TAKING UP GOOD INTENTIONS, RANDOM STATEMENTS, COMPUTATIONS, ETC., AS “EVIL PURPOSES.” Includes failing to clear these terms thoroughly with the pc before beginning him on the rundown.

14. NOT TAKING THE EVIL PURPOSE EARLIER (to the earlier time the pc had that same evil purpose), when needed as per Step D of False Purpose RD procedure.

15. COMMANDS NOT FULLY CLEARED, AND/OR PC NOT GROOVED IN TO THE PROCEDURE SO THAT HE UNDERSTANDS WHAT IS TO BE DONE AND WHAT IS EXPECTED OF HIM.

16. PICKING UP AND ATTEMPTING TO RUN RANDOM EVIL PURPOSES THAT THE PC ORIGINATES WHILE BEING RUN DOWN A SPECIFIC CHAIN.

17. TURNING STEP B OF THE FALSE PURPOSE RD PROCEDURE (PULLING THE EVIL PURPOSE) INTO AN L&N ACTION.

18. NOT USING THE FALSE PURPOSE RUNDOWN CORRECTION LIST WHEN NEEDED ON A CASE.

The highly effective tech of handling problems on a pc by finding the prior confusion to the problem and pulling O/Ws in that area has been in use since its discovery in the early 60s.

The theory of this is that any fixed idea or condition is the result of a postulate made by the thetan. Just prior to that postulate there was a confusion—an unconfrontable disturbance. The postulate is a stable datum, adopted in an attempt to solve that confusion. By getting off the pc’s O/Ws in the area of the confusion, one can key out the postulate and fixed condition.

BREAKTHROUGH

I have just made a breakthrough of magnitude on the subject of the prior confusion while engaged in whole track research. This tech has a broader application than was originally envisioned.

What has actually been spotted here is that the psychs on the whole track created a confusion originally and used the overwhelm of that as the knockout for the implant. They didn’t, at that stage of the track, have any other tools to knock beings out. So the mechanism of prior confusion is very early and very dominant.

This breakthrough on the prior confusion comes from spotting the first moment of the confusion.

This does not mean that a pc, in running back an evil purpose, is necessarily going to contact an incident containing a psychiatrist. But you as the auditor should know that that is what this tech discovery is based upon.

HANDLING EVIL PURPOSES

This has immediate application in auditing addressed to the locating and handling of a pc’s accumulated evil purposes and nonsurvival considerations.

Once such a purpose or consideration is found, one locates the confusion which occurred just before it. If there is no blow of the purpose or no visible reaction, then one gets an earlier time for the same evil purpose and an earlier confusion to that.

WHEN ONE FINDS THE FIRST MOMENT OF THE FIRST CONFUSION WHICH LED TO THAT EVIL PURPOSE, ONE CAN BLOW THE WHOLE THING.

Once the FIRST MOMENT of that first confusion on that chain is found, you will normally get a blowdown of the tone arm, a cognition, VVGIs in the pc and a persistent F/N, if not a floating TA.

Getting the first moment of the confusion is crucial. This follows the fundamental auditing principle of the “earlier beginning,” as described in the basic books and in New Era Dianetics tech. By locating the earliest moment when the pc had an awareness of the confusion, it can be blown.

SOURCE

The false purpose or evil intention may have been generated by the person himself or directly implanted by another. This new application of prior confusion tech as given in the False Purpose Rundown has been shown to be highly effective regardless of the source of the purpose or intention.

ERRORS

On the False Purpose RD if one gets the prior confusion but the evil purpose doesn’t spectacularly blow, it could be due to a number of reasons. But it is primarily one of these two things:

1. The auditor failed to get the EARLIER TIME THE PC HAD THAT SAME PURPOSE and then get the prior confusion beneath it; or

2. The auditor did get the basic prior confusion on that evil purpose, but failed to get the FIRST MOMENT OF THAT CONFUSION.
