WILLFUL FALSE REPORTS
(Excerpted from a briefing of 19 December 1974.)
The Coast Guard just threw in the sponge and guaranteed to us that it would destroy its files and cease to circulate them—and would also circulate factual material where they had circulated files.
We put the Coast Guard DA pack together and it just knocked them flat and really messed them up.
There is a way to get it in writing. If they talk to two or more of our representatives they could simply go to a notary public and make out a sworn statement that this is what the Coast Guard said and take it back to the Coast Guard and say, “Is this what you said?” The Coast Guard would have to say yes or get hit—and then get him to initial it.

WILLFUL FALSE REPORTS

In dealing with governments, one would usually go on the theory that the government has stupidly accepted false information into its files and is riding or leaning on one because of it. This would be a relatively sane interpretation.
However, one cannot rule out another possibility. The government could be willfully manufacturing false reports in order to get rid of somebody.
Thus one can see that a superficial DAing2 of each false report would wind up as perpetual motion as one is dealing with a lie factory.
The insane covertly execute hidden destructive intentions. By all standards modern governments are not sane.
Thus, somewhere at the bottom of the pile is some hidden intention.
In collecting government files and the various false reports in them, through the use of Freedom of Information Act, it is not enough to simply see they are false and DA them. This of course is a necessary action but is NOT the basic action.
One needs to construct a data bank of all documents and cross-index to get all documents in their possession — using one file to find things that will detect the existence of unrevealed additional documents.
This is not the final use of the data bank.
As in any insane being, one is looking for the basic intention that prompts the false reports factory to operate.
Somewhere at the bottom of the mess there will be found a being and an intention.
As one is dealing with the insane it probably won’t be logical. It will be what it is.
Confrontation of a government agency and DAing cools them down and causes them to back down. This is an insane attribute — to fear disclosure and greatly value their rickety PR. So nothing in this should inhibit doing that.
But the end of this trail will be a blockbuster of a hidden order or intention.
It will have come from an insane individual with insane plans, with an insane idea that we could end it.
This is not it but a crude example: “they make people think, so my plans to get the whole country crushed might be detected.” But that would be too sane.
More like: “they are really able to handle drugs so we would have to fire all our veterinaries.”
Someone insane has been on this line.
It will be among the earliest dates and the craziest documents.
This is what the data bank, made up of documents obtained through the Freedom of Information Act, will eventually turn up if we carry right on through. And, documented and publicized, will blow the whole thing.
You have seen how far-fetched the lies are and how ineffective the effort really is.
Well, don’t overlook that the false reports are willfully false and prompted by some basic intent we have not yet unmasked — but which we will.

A technical advance has been made in relation to the inactivity, slowness or incompetence of human beings.
This discovery proceeds from a two-and-a-half year intense study of aberration as it affects the ability to function as a group member.
The ideal group member is capable of working causatively in full cooperation with his fellows in the achievement of group goals and the realization of his own happiness.
The primary human failing is an inability to function as himself or contribute to group achievements.
Wars, political upsets, organizational duress, growing crime rates, increasingly heavy “justice”, growing demands for excessive welfare, economic failure and other age long and repeating conditions find a common denominator in the inability of human beings to coordinate.
The current political answer, in vogue in this century and growing, is totalitarianism where the state orders the whole life of the individual. The production figures of such states are very low and their crimes against the individual are numerous.
A discovery therefore of what this factor is, that makes the humanoid the victim of oppression, would be a valuable one.
The opening lines of Dianetics: The Modern Science of Mental Health comment on Man’s lack of an answer for himself.
The group needs such an answer in order to survive and for its individual members to be happy.
Robot band ____
The exact mechanism of needing orders is to be found as an outgrowth of the mental condition outlined in HCOB 28 Nov 1970, PSYCHOSIS.
The individual with an evil purpose has to withhold himself because he may do destructive things.
When he fails to withhold himself he commits overt acts on his fellows or other dynamics and occasionally loses control and does so.
This of course makes him quite inactive.
To overcome this he refuses any responsibility for his own actions.
Any motion he makes must be on the responsibility of others.
He operates then only when given orders.
Thus he must have orders to operate.
Therefore one could term such a person a robot. And the malady could be called robotism.
Studies of perception undertaken since HCOB 28 Nov. 70 reveal that sight, hearing and other channels of awareness decrease in proportion to the number of overt acts—and therefore withholds—which the person has committed on the whole track.
By relieving these sight has been remarkably brightened.
Therefore a person who is withholding himself from committing overt acts because of his own undesired purposes has very poor perception.
He does not see the environment around him.
Thus, combined with his unwillingness to act on his own initiative, there is a blindness to the environment.

Since he does not act upon orders he is taking responsibility for, he executes orders without fully understanding them.
Further he executes them in an environment he does not see.
Thus when forced to produce he will produce overt products. These are called so because they are not in actual fact useful products but something no one wants and are overt acts in themselves—such as inedible biscuits or a “repair” that is just further breakage.
The person is slow because he is moving on other-determinism, is carefully withholding himself and cannot see anyway.
Thus he feels lost, confused or unsafe and cannot move positively.
Because he produces overt products he gets slapped around or goes unthanked and so begins a decline.
He cannot move swiftly and if he does has accidents. So he teaches himself to be careful and cautious.
Group justice is of some use but all it really does is make the person withhold himself even harder and while a necessary restraint, nevertheless does not itself bring a lasting improvement.
Threats and “heads on a pike” (meaning examples of discipline) do however jar the person into giving his attention and channeling his actions into a more desirable path from the group viewpoint.
Justice is necessary in a society of such people but it is not a remedy for improvement.
Despite the viciousness of the truly insane, there is little or no real malice in the robot.
The truly insane cannot control or withhold their evil purposes and dramatize them at least covertly.
The insane are not always visible. But they are visible enough. And they are malicious.
The robot on the other hand does control his evil impulses to a great extent.
He is not malicious.
His danger mainly stems from the incompetent things he does, the time of others he consumes, the waste of time and material and the brakes he puts on the general group endeavor.
He does not do all these things intentionally. He does not really know he is doing them.
He looks in wounded surprise at the wrath he generates when he breaks things, wrecks programs and gets in the way. He does not know he is doing these things. For he cannot see that he is. He may go along for some time doing (slowly wasteful) well and then carelessly smashes the exact thing that wrecks the whole activity.
People suppose he cunningly intended to do so. He seldom does.
He winds up even more convinced he can’t be trusted and that he should withhold harder!
The robot gives many false reports. Unable to see, how can he know what is true?
He seeks to fend off wrath and attract good will by “PR” (public relations boasts) without realizing he is giving false reports.
The robot goes into morale declines easily. Since production is the basis of morale, and since he does not really produce much, left to his own devices, his morale sags heavily.
The body is a physical object. It is not the being himself.
As a body has mass it tends to remain motionless unless moved and tends to keep going in a certain direction unless steered.
As he is not really running his body, the robot has to be moved when not moving or diverted if moving on a wrong course.
Thus anyone with one or more of such beings around him tends to get exhausted with shoving them into motion or halting them when they go wrong.
Exhaustion only occurs when one does not understand the robot.
It is the exasperation that exhausts one.
With understanding one is not exasperated because he can handle the situation. But only if he knows what it is.
Potential Trouble Sources are not necessarily robots.
A PTS person generally is withholding himself from a Suppressive Person or group or thing.
Toward that SP person or group or thing he is a robot! He takes orders from them if only in opposites.
His overts on the SP person make him blind and non-self-determined.
The basic reason behind persons who cannot function, are slow or inactive or incompetent and who do not produce is
WITHHOLDING SELF FROM DOING DESTRUCTIVE THINGS, AND THUS UNWILLING TO TAKE RESPONSIBILITY AND THEREFORE NEEDING ORDERS.
The exact wording of this WHY must be done by the individual himself after examining and grasping this principle.
If one writes this principle down on the top of a sheet and then asks the person to word it exactly as it applies to himself one will attain the individual why for inaction and incompetence. It will produce GIs and F/N at the Examiner.
Physical work in the physical universe, general confronting, Reach and Withdraw, and Objective Processes go far in remedying this condition.
Touch assists regularly and correctly given to proper end phenomena will handle illnesses of such persons.
Word Clearing is vital tech to open the person’s comm lines, wipe out earlier misunderstoods and increase his understanding.
PTS tech will handle the person’s robotism toward SP individuals, groups or things. To this and the PTS Rundown can be added the WHY above as it relates to the things or beings found as suppressive as a last step.
The Why above can be used in Danger Formula work such as HCO PL 9 Apr. 72, CORRECT DANGER CONDITION HANDLING and HCO PL 3 May 72, ETHICS AND EXECUTIVES. Other individual Whys can exist in these instances.
The miracle of well done perfectly executed Expanded Dianetics eradicates both insanity and robotism. Drug handling and other actions may be necessary.
The end product when one has fully handled robotism is not a person who cannot follow orders or who operates solely on his own.
Totalitarian states fear any relief of the condition as they foolishly actively promote and hope for such beings. But this is only a deficiency in their own causes and their lack of experience with fully self-determined beings. Yet education, advertising and amusements have been designed only for robots. Even religions existed to suppress “man’s evil nature”.
Lacking any examples or understanding many have feared to free the robot to his own control and think even with horror on it.
But you see, beings are NOT basically robots. They are miserable when they are.
Basically they prosper only when they are self-determined and can be pan-determined to help in the prosperity of all.

AN ETHICS POLICY LETTER
In an extension of third party technology (see HCOB 26 Dec. 68, THIRD PARTY LAW), I have found that false reports and suppression are very important in third party technology.
We know as in the above HCOB that a third party is necessary to any quarrel.
Basically, it is a three-terminal universe.
In reviewing several org upsets, I have found that the third party can go completely overlooked even in intensive investigation.
A third party adds up to suppression by giving false reports on others.
In several cases an org has lost several guiltless staff members. They were dismissed or disciplined in an effort to solve enturbulation. Yet the turbulence continued and the area became even more upset by reason of the dismissals.
Running this back further, one finds that the real third party, eventually unearthed, got people shot by FALSE REPORTS.
One source of this is as follows:
Staff member X goofs. He is very furious and defensive at being accused.
He blames his goof on somebody else. That somebody else gets disciplined. Staff member X diverts attention from himself by various means including falsely accusing others.
This is a third party action which results in a lot of people being blamed and disciplined. And the real third party remaining undetected.
The missing point of justice here is that the disciplined persons were not faced with their accusers and were not given the real accusation and so could not confront it.
Another case would be a third party simply spreading tales and making accusations out of malice or some even more vicious motive. This would be a usual third party action. It is ordinarily based on false reports.
Another situation comes about when an executive who can’t get an area straight starts to investigate, gets third party false reports about it, disciplines people accordingly and totally misses the real third party. This enturbulates the area even more.
The basis of all really troublesome third party activities IS then FALSE REPORTS.
There can also be FALSE PERCEPTION. One sees things that don’t exist and reports them as “fact.”
Therefore we see that we can readily run back an investigation by following a chain of false reports.
In at least one case the third party (discovered only after it was very plain that only he could have wrecked two divisions, one after the other) also had these characteristics:
1. Goofed in his own actions
2. Furiously contested any Knowledge Reports or Job Endangerment Chits filed on him
3. Obsessively changed everything when taking over an area
4. Falsely reported actions, accusing others
5. Had a high casualty rate of staff in his division or area.
These are not necessarily common to all third parties but give you an idea of what can go on.
After a lot of experience with ethics and justice I would say that the real source of upset in an area would be FALSE REPORTS accepted and acted upon without confronting the accused with all charges and his or her accusers.
An executive should not accept any accusation and act upon it. To do so undermines the security of one and all.
What an executive should do on being presented with an accusation or down stats or “evidence” is conduct an investigation of false reports and false perceptions.
An area is downstat because of one or more of the following:
1. No personnel
2. Personnel not trained
3. Cross orders (senior orders unattended because of different junior orders)
4. Area doing something else than what it is supposed to do
5. An adjacent area dumping its hat
6. False perception leading to false stats
7. False reports by rumor or misunderstanding
8. False reports from single rare instances becoming accepted as the condition of the whole
9. False reports on others defensively intended
10. False reports on others maliciously intended (real third party)
11. Injustices cumulative and unremedied
12. Actions taken on others without investigation and without confronting them with their accusers or the data.
This is a list of probable causes for an upset or downstat area.
The personal security of the staff member is so valuable to him apparently that when it is undermined (by false accusations or injustice) he becomes less willing and less efficient and is the real reason for a PTS condition.
The only thing which can actually remedy a general insecure feeling is a renewed faith in justice.
Justice would consist of a refusal to accept any report not substantiated by actual, independent data, seeing that all such reports are investigated and that all investigations include confronting the accused with the accusation and where feasible the accuser, BEFORE any disciplinary action is undertaken or any condition assigned.
While this may slow the processes of justice, the personal security of the individual is totally dependent upon establishing the full truth of any accusation before any action is taken.
Harsh discipline may produce instant compliance but it smothers initiative.
Positive discipline is in itself a stable datum. People are unhappy in an area which is not well-disciplined because they do not know where they stand.
An area where only those who try to do their jobs are disciplined encourages people to hide and be inactive.
But all discipline must be based on truth and must exclude acting on false reports.
Therefore, we get a policy: Any false report leading to the unjust discipline of another is an act of TREASON by the person making the false report and the condition should be assigned and its penalties fully applied.
A condition of DOUBT should be assigned any person who accepts and disciplines another unjustly on the basis of a report which subsequently turns out to have been false.
This then is the primary breakdown of any justice system—that it acts on false reports, disciplines before substantiation and fails to confront an accused with the report and his accuser before any discipline is assigned, or which does not weigh the value of a person in general against the alleged crime even when proven.
